What I found when we looked closer
West Bountiful was founded in 1848 and today has 5,917 residents on 3.2 square miles of southeastern Davis County. It borders Centerville, Bountiful, Woods Cross, and the Legacy Nature Preserve, and I-15 runs through the east side of the city with two exits.
Freeway and commercial traffic bring more calls than a city this size would produce on its own, and a small department writes every report.
Following one report through the building
The first thing we do with a new department is trace where a report goes after the officer hits submit. Here, it passes through 3 hands:

Every one of those readers needs the same facts from the first draft. That is what shaped what we built.
