What I found when we looked closer
Dixmoor is a south-suburban Cook County village of 2,973 on 1.25 square miles, bordered by Harvey, Posen, Blue Island, and Riverdale. Interstate 57 runs through the village.
With neighbors on every side and an interstate through the middle, many incidents involve another agency, and a small department writes every report.
Following one report through the building
The first thing we do with a new department is trace where a report goes after the officer hits submit. Here, it passes through 3 hands:

Every one of those readers needs the same facts from the first draft. That is what shaped what we built.
