What I found when we looked closer
Hope Mills grew from 11,237 residents in 2000 to 17,808 in 2020. The town sits in western Cumberland County, five miles south of Fayetteville along NC 59, and town limits extend to land around I-95 Exit 41. That puts residential neighborhoods, a busy Main Street corridor, and interstate traffic in one jurisdiction.
Growth like that adds calls faster than it adds officers, and every call ends with a report.
Following one report through the building
The first thing we do with a new department is trace where a report goes after the officer hits submit. Here, it passes through 4 hands:
- 1Patrol officer
- 2Sergeant
- 3Investigations
- 4Cumberland County court
Every one of those readers needs the same facts from the first draft. That is what shaped what we built.
What we built for them
What we're watching
These are the signals that will tell us whether it's working here:
- Same-shift report completion
- Reports per officer per shift
- Hand-offs to neighboring agencies without a rewrite
Figures on this page come from the department's own published materials. We only publish Code Four results after the department reviews them.
