What I found when we looked closer
Gooding is the seat and largest city of Gooding County, with 3,716 residents on about a square and a half mile. It is also home to the world's largest barrel-cheese factory, which brings shift workers and truck traffic into a small town.
A handful of officers write every report, so paperwork time comes directly out of patrol coverage.
Following one report through the building
The first thing we do with a new department is trace where a report goes after the officer hits submit. Here, it passes through 3 hands:

Every one of those readers needs the same facts from the first draft. That is what shaped what we built.
